Support at Home Services
The Australian Government is improving in-home aged care to help older people live independently at home for longer. The Support at Home (SAH) program will replace Home Care Packages (HCP) and the Short-Term Restorative Care (STRC) Programme from 1 November 2025.
What is Support at Home Program?
Support at Home refers to Services that will support an individual to live at home for longer.
Support at Home provides a broad range of services to help you continue living well in your own home. Following your aged care assessment and eligibility determination, you will have access to an approved list of supports. Your provider will work with you to select the combination of services that best meets your needs, all within your available budget.
How do I get started under the new Support at Home?

How is Support at Home (SAH) different to Home Care Packages (HCP) program?
The Support at Home program is bringing in some new changes to make aged care services easier to understand and access:
🟢 More Funding Levels
There are now eight levels of funding (called classifications), instead of the four levels in the old Home Care Package program.
🟢 New Types of Support
You can now access short-term supports like:
Help after illness or injury (Restorative Care)
Support at the end of life
Assistive technology and home changes for safety
🟢 Clearer Service Groups
Services are now grouped into three simple categories:
Clinical care (Nursing, physio etc)
Help to stay independent (Medication assistance, shower care etc)
Everyday tasks and activities (Domestic assistance, gardening etc)
🟢 Quarterly Budgets
You will get your budget every three months to help plan your care.
🟢 Save Unused Funds
You can roll over up to $1,000 or 10% of your budget (whichever is more) into the next quarter. Any unused Home Care Package funds will also carry over.
🟢 Care Management
10% of your funding is automatically set aside to help manage your care, no matter your provider or how you manage your services.
I am an existing HCP participant. How will these changes impact me?
Changes will impact participants differently based on your current status within the existing Home Care Package program. Changes will depend on whether you are considered as a Grandfathered participant, New or Transitional Participant.

If you are an existing MSC participant who receives Home Care Package (HCP), our team will be in touch before November to plan your services and make sure your care continues without interruption. While some details are still being finalised by the Australian Government, we will keep you informed as new information becomes available.
